Maybe a game that has the laws built in.....too bad the loopholes are all secret, expose those lol, sometimes murder is legal if you tape a red crayon to your shoe while doin it. Note the actual crayon when they try it, makes me wonder how bs and real it is, what the mix is, and who knows what. More humans doin stuff than one subset brain is gonna know, so I do it the other way.....making it up as I go, not keepin my mouth shut (anymore, this is fun!), and not really caring if I live thru it due to not believin in free will very much, just this path before me......
Anyways maybe just mix the popular common or whatever laws with some sims ai or whatever, or into simcity, then allow the player to juggle the laws and race time....maybe scenario based game with no controls but laws, full controll there (big category list, click on & off, maybe with scriptable on/off dates too), then run the sim with different lawsets and see what happens, or just add lawset editing to simcity and make a new version.
